Statewide Capital Planning

The Bond Review Board, along with the Higher Education Coordinating Board (THECB), consolidated their reporting requirements to eliminate redundant reporting by state agencies. Capital expenditure data is electronically collected by the THECB and then forwarded to the Bond Review Board. Data collection for the 2014-2015 plan will commence in May 2012 and end on June 29, 2012.

House Bill 1, Article IX, Section 11.02, 82nd Legislature, Regular Session - 2011, mandates that "The Bond Review Board shall compile a statewide capital expenditure plan for the 2014-2015 fiscal biennium from the information submitted by agencies and institutions in accordance with the capital planning guidelines. Copies of the guidelines shall be filed with the Governor and the Legislative Budget Board no later than December 31, 2011. The Bond Review Board shall file copies of the capital expenditure plan for the period beginning September 1, 2013, with the Governor's Office and the Legislative Budget Board no later than September 1, 2012."

For the 2012-2013 fiscal biennium plan, 79 state entities listed 970 potential projects. For the 2010-2011 Capital Expenditure Plan (CEP), 78 state entities listed 945 potential projects. For the 2008-2009 fiscal biennium plan, state agencies and institutions of higher education reported 901 potential projects.
